Skilled Parenting is an educational program, and support group, available to men at FCI Texarkana. The program is designed to improve skills in parenting, assertiveness, communication, and coping while educating the parent about additional resources available within the community for the family. Another goal is to prevent child abuse by teaching effective parenting skills to at-risk adults.This program is sponsored by the Texas Bar Foundation

- Communicate more effectively
- Learn realistic expectations regarding children
- Learn appropriate anger and stress management techniques
- Learn alternative methods of discipline
- Work toward healthy self-esteem, and learn to build the child’s self-esteem
- Build better lives for their children
- Prevent child abuse and neglect
Sydney Schoen began her volunteerism with HandsOn Texarkana in 2016, as a board member and an undergraduate student. Since 2016, she has facilitated parenting classes at the local federal prison, teaching inmates how to preserve and create healthy, adaptable family dynamics. During her nine years of service to the Board, Sydney has completed her undergraduate and graduate degrees to become a licensed professional counselor (LPC) in Texas and Arkansas, where she has continued to work with marginalized populations and advocate for mental health care at Olive Tree Counseling. On April 14, 2025, HandsOn Texarkana received a generous grant from the Texas Bar Foundation to support its Skilled Parenting Program. This grant marks a significant milestone for the organization, enabling the continuation and expansion of its pivotal services at the Federal Correction Institute (FCI) in Texarkana, Texas.
Supporting Law-Related Programs Since 1965Since its inception in 1965, the Texas Bar Foundation has awarded more than $29 million in grants to law-related programs. Supported by members of the State Bar of Texas, the Texas Bar Foundation is the nation's largest charitably-funded bar foundation. Its commitment to supporting impactful programs remains steadfast, as evidenced by its latest grant to HandsOn Texarkana.
The Skilled Parenting Program at FCI Texarkana has been a cornerstone of HandsOn Texarkana's efforts to provide essential services to incarcerated parents and grandparents. The program aims to enhance parenting skills and provide legal support to the underserved, thereby benefiting both the inmates and their families.
HandsOn Texarkana's partnership with the Bureau of Prisons has been instrumental in the success of the Skilled Parenting Program. Over the years, this collaboration has facilitated the delivery of services and classes that teach incarcerated individuals how to become better parents. The weekly sessions are conducted by qualified, trained facilitators who are dedicated to improving the lives of inmates and their families.
The program's weekly sessions are led by skilled facilitators who also serve on the HandsOn Texarkana Board of Directors. Sydney Schoen, M.S., LPC, and David Carter, Attorney at Law, bring their expertise and dedication to each session. Their leadership ensures that the program maintains its high standards and continues to make a positive impact.
To participate in the Skilled Parenting Program, prisoners who are parents and grandparents must be approved by FCI staff. This eligibility and approval process ensures that those who can benefit the most from the program are given the opportunity to attend the sessions and improve their parenting skills.
The primary beneficiaries of the Skilled Parenting Program are the children of incarcerated parents. By enhancing parenting skills, the program supports the healthy development of children into adulthood. Additionally, the program plays a crucial role in reducing recidivism among released inmates by providing them with the tools they need to reintegrate into the community successfully.
